2-Stage Eligibility Framework
Stage 1 – Qualifying Salary Must earn at least the minimum salary benchmarked to the top 1/3 of local PMET salaries by age.

Failing Stage 1 = automatic disqualification, no matter your COMPASS score.
Stage 2 – COMPASS (Points-Based System) Need 40 points to pass, assessed across criteria like salary benchmarking, workforce diversity, and local employment support.
COMPASS Exemptions
You skip Stage 2 if you:
- Earn ≥ $22,500/month fixed salary
- Are an overseas intra-corporate transferee
- Are filling a role for 1 month or less
