Retailers that seek to market their goods to an EU buyer must charge VAT at the percentage in effect in the European nation where the items are to be transported.

To do so, retailers must be VAT authorized in each nation where their items are shipped. EU sellers that enroll with the IOSS will be eligible to claim all of their EU transactions on a consolidated Value added tax return in their native country rather than having several VAT filings throughout the EU.
